It is found that the temperature is almost constant at low excitation energy. This feature explains why the constant-temperature model can describe well the nuclear level density. The validity of this phenomenological model will be clearly analyzed in some nuclei. The results also show that pairing plays an important role in maintaining this nearly constant value of temperature at low excitation energy.
